On Tuesday, February 21, North Texas Municipal Water District (NTMWD) Watershed Production Manager, David Cowan was awarded the 2023 Friend of Conservation Award by Collin County Soil and Water Conservation District (SWCD) and the Natural Resource Conservation Service (NRCS) during a public meeting for rural and urban stakeholders.
Since joining NTMWD in the role of Watershed Manager in July 2019, David has upheld a standard of excellence in this position which was instrumental in the implementation of the Lavon Lake Watershed Protection Plan, which received EPA acceptance in 2017.
David’s position demands that he engage with a variety of partners and work adaptively to consider the varied needs of producers in the watershed, customers throughout North Central Texas, myriad other stakeholders, and the health of the resource itself.
Each year the Texas State Soil and Water Conservation Board (TSSWCB) and the Association of Texas Soil and Water Conservation Districts (ATSWCD) recognize and honor individuals who dedicate themselves to the conservation and management of renewable natural resources.
At the public meeting, David also facilitated the water quality breakout session and answered questions throughout the evening related to changes in land use and water quality.
“He is a great representative of NTMWD,” shared the NTMWD Board of Director Richard Peasley, who was in attendance for the meeting and award presentation.
David also spearheaded the Bois d’Arc Lake Watershed Protection Plan, which received EPA acceptance in 2022.
Congratulations, David!
