TWDB Approves $459M for New Regional Water Resource Recovery Facility

The Texas Water Development Board (TWDB) approved financial assistance in the amount of a $458,920,000 loan from the Clean Water State Revolving Fund to NTMWD. The District will use the assistance to finance design, acquisition, and construction costs associated with our new wastewater treatment plant.

The District estimates potential savings of over $200M in interest over other financing options by using the Clean Water State Revolving Fund.

With the assistance approved, the District will construct Phase I and II of the Sister Grove Regional Water Resource Recovery Facility, with a treatment capacity of 32-million-gallons-per-day. This new project is needed in order to serve our growing population. Currently, more than 700,000 people in this area are served by two facilities, the Wilson Creek Regional Wastewater Treatment Plant (RWWTP) in Allen and the Rowlett Creek RWWTP in Plano. The projected growth of the region will exceed these existing facilities capacities by 2023.

The Sister Grove RWRRF will be located on about 1,000 acres north of New Hope, Texas and is currently in the design and permitting phase. You can learn more about the project here.

The TWDB is the state agency charged with collecting and disseminating water-related data, assisting with regional planning, and preparing the state water plan for the development of the state’s water resources. The TWDB administers cost-effective financial assistance programs for the construction of water supply, wastewater treatment, flood control, and agricultural water conservation projects.

The  TWDB has also approved $1.477 billion in low interest State Water Implementation Fund for Texas (SWIFT) funding for Bois d’Arc Lake and associated projects. This SWIFT funding is anticipated to save NTMWD and ratepayers over $230 million in financing costs.
